Did Not Receive PCN

Hello,
I received a charge certificat today for the amount of £195. Needless to say, it gave me a shock as I never received the original PCN.
It worries me as I drive a lot all day for work and certainly don’t want this to happen again.
Any advice would be welcome. Thank you.

What's a 'charge certificat'? Anything to do with parking?
Who has sent it to you?2 -

Who has sent it to you?The problem is that I never received the fine which you should pay within 28 days or 14 days at 50% discount.
As I did not pay the charge because I never received the fine, after 28 days, the council sends a letter called “a charge certificate”, which is a surcharge for not paying the fine within 28 days. In my case £130+£65 = £1950 -

Is the registered keeper's address up to date in the vehicle's Registration Document(V5c)?1 -

Since we specialise in parking charge notices from unregulated private parking companies on this forum, you would be better taking this over to our friends on FTLA as they are the council and police motoring experts.
