Is there a prepay VISA Card that I can give to another to use?

I need to be able to give a VISA card to a Carer with a prepaid amount for use anywhere VISA debit can be used.
Background: my elderly mother has a live-in Carer and I live a couple of hours away from her; so no 'popping in' to deal with finances. The Carer needs to be able to pay for taxis and get minor shopping for my mother. The Carer cannot spend up front and reclaim the expense. I don't want my mother to deal with cash held at home and I want some insight on what the money is being spent on. The Carer changes periodically and ideally the prepaid card would be handed over to the next. I shall be the one managing the account and topping it up.
I have looked at the Tesco Bank Clubcard+ but that is only for use by the account holder. Any suggestions or solutions most welcome.

What about a Starling connected card? You can top it up as necessary and see everything spent in the app. It's Mastercard rather than Visa but that makes no practical difference:

Why is it necessary for the card to be Visa specifically? Do the payment processors used by the merchants from whom the carer makes purchases not accept other methods of payment?2
