Torbay Council Tax rebate for Severe Mental Impairement + Carers

Hi there,
My wife and I moved in with my father in 2020 as carers, after he was diagnosed with mixed Alzheimers and Vascular Dementia. He started receiving Attendance Allowance around 1 year later. I have recently discovered that apparently we all can be discounted for Council tax, he because of his mental impairment, and my wife and I because we are caring for over 35hrs a week here. I run a small business from home and my wife has freelanced occasionally but I don't believe this makes a difference to the entitlement for us as we still care for over the threshold?
Am I right in thinking we need to get a copy of Dad's first AA letter from the government office and register ourselves formally as carers? Can we then ask for a backdated rebate to when the AA was granted?

Lots of debate about this, if you ask the council they will say no. If you haven’t claimed it then you can’t back date it.

I'm not sure that you can both claim carers discount for caring for the same person. Others may know more.0

Our son is severely mentally impaired, my husband and I are both counted as his carers for council tax discount. In our area we get 50% discount.1
