Horizon Parking - Season Ticket Issue



A friend of mine and their partner run a business, and for a long time they have been able to park on the land behind the business. This is no longer possible, and there is no on street parking nearby, so they're forced to use the local milti-story carpark.
As they're there daily, they have downloaded the Horizon app and purchased a season ticket. This also allows them to park there whenever they like.
They can register multiple vehicles, but unless they pay for a second space, they can only park one of them at a time - seems fair.
The issue - neither of them have English as their first language, so they easily miss things, and neither are that au fait with tech and apps either. As such, there has been a misunderstanding.
They thought that just changing the default vehicle in the app was sufficient to switch the car that was allowed to be parked. And, they left a car there while they were out of the country.
Unfortunately the car wasn't the one they primarily set up the season ticket with, and as such, have received several PCNs.
I have showed them how to change the allocated vehicle so this doesn't happen again, but will admit I didn't see anything obviously stating how to do this.
They want to fight these tickets, and I believe have been offered a "reduction".
Do they have a case.
I know we all hate these firms, but despite their best intentions, the error was my friends, and while they were only using the 1 space that they had paid for, that had the wrong vehicle listed.
If they do have a case, how should they fight it?

I found this appeal worked very well against a Horizon pcn...This is an appeal by the Registered Keeper - No driver details will be given.Please do NOT try the usual trick of asking for driver details in order to get around the fact that your Notice to Keeper does not comply with Schedule 4 of The Protection of Freedoms Act 2012.As there is no keeper liability, liability cannot flow from the driver to the keeper and so this will be an automatic win at POPLA. Please cancel this Parking Charge Notice or issue a POPLA code at which point you will auto withdraw.Within two weeks the following response was received from Horizon...

Depends on whether Horizon are using their Non-PoFA NtK. They also have, what they believe, is a PoFA compliant NtK. Show us the NtK, both sides leaving all dates and times showing.1

Except it sounds like the driver has already appealed talking about "the story of what happened" and if so, has already sadly blown the winning point.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi. Received a a PCN in Tescos care park for parking outside the white lines, by and couple of inches. The driver (ahem) was using my van with a Motorcyle transverse trailer on the back, making it a pig to reverse. As it was a flying visit to pick up a sandwich the unnamed driver parked in the drop off zone and was in and out in less than ten minutes.It wouldn't have mattered where they parked the vhicle with the trailer it would've been out of the white line parking guidence area. So as the registered keeper do I point these things out and appeal or just refuse to pay or give the name of the driver?0
