It turns out it was a scam. The scammers look online for properties that have been sold with sitting tenants and pretend to be either new letting agents or the new LL and because there is a new LL tenants and current letting agents sometimes fall for the scam thinking they must have employed a new letting agent. If my rent wasn't paid by the council directly I would likely have paid them the rent. Due to advice I received I very nearly got the council to withhold the rent to LB and the LL, lucky I found out quickly.
The landlord showed up at he property today to inspect a storage shed in the back garden, they confirmed they are continuing to use LB as property management and know nothing about another estate agent being involved( the estate agent was a real company they were using to look legitimate).
Unfortunately this can be an effective scam as some letting agents will tell you to pay the new ones due to the way the system works regarding new ownership of property and not being required to notify about new letting agents being used other than the S3 letter which lots of tenants are not aware of.4
