those seem perfectly reasonable terms to me

otherwise people could apply for tickets get them for free plus admin and then not use them which would not be fair

It’s also a privilege because you work for NHS so perfectly reasonable that they get sent to your work email
    I disagree.
48 hours is NOT a reasonable time frame for someone to accept the tickets given its quite normal for people to have 2 days off work each week, often consecutive days.

The OP should be able to point out that they tried to accept them within two WORKING days and should therefore get the tickets,  or at the very least the admin fee refunded.
    I disagree.
OP agreed to this timeframe when they applied for the free tickets.
I daren't ask what you thoughts are if you don't answer the phone within 5 rings for certain competitions.
Well the 5 ring thing is just tough luck and you pay to enter. It could be the most expensive dump you take in your life if you don't take your phone into the bathroom.

This is more like paying to lose!

Although if the OP was notified when they entered that the draw and announcement was on X day and they knew they weren't in work for over 48 hours after the draw then tough luck. But if it wasn't clear the notification would be at a time when they weren't in work to respond then that isn't fair.
Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)
