Parking Charge Notice from NPC in the Greenwich Millennium Village

Could someone please advise on my case?
I am the keeper and was issued with the PCN from National Parking Control (NPC) for less than a 2-minute event. The PCN was unsuccessfully appealed to NPC and then challenged at IAS. The case has now progressed to debt collectors who threaten to take me to court. The sign is attached below. Extracts are also provided. In response to my appeal The Question is: should NPC have provided the driver with a reasonable consideration period to leave before binding them by parking contract? Is there any basis on which they refuse to apply the grace period?

    Should they try a small claim, you are right: a lack of fair consideration period is a strong argument. No risk. See NEWBIES FAQS 2nd post.
