Charge Notice for stopping outside Leeds Bradford Airport

So i collected my partner from LBA a couple of weeks ago, went through the pick up section paying the fee. After exiting the airport and driving down Whitehouse Lane, i noticed the warning light for a door not bring shut was on. So at a turnoff to the left i pulled in where we checked doors and the boot. Then pulled off and went home. A week or so later i received a Penalty Charge Notice from Leeds City Council, and also a Charge Notice from Vehicle Control Services Ltd. Having spoken to LCC they insist their charge is valid, whilst VCS say it's correct that both are charging me! It seems crazy that i can't pull over to check doors are shut and even crazier that i can be charged by 2 different parties!
So i'm looking for some advice please, is pulling over to check doors a valid excuse for stopping and worthwhile appealing? Don't want to waste time if not as the charges are less if paid sooner. i have my bank statement showing i've paid a car park fee (can't think what other benefit there would be to stop there other than avoiding that?)
And has anyone else been sent letters from both, with both saying their charge is valid?

    The red lining around Leeds Bradford is a mess. The council went through an expensive legal process to secure a Traffic Regulation Order and then had red lines and signage applied to replace double yellows which would have been in place when the local councils owned the airport.

    VCS then came along with a tin of red paint and extended the lines wherever they saw fit along roads within the airport boundary.

    If you stopped close or on the boundary of public and private highway it is quite possible both cameras picked you up and both are fishing for payment,  You therefore need to consider exactly where you drove and where you stopped and whether you were on Council public highway or airport access road, or both.

    If you are certain you weren't on Council land that is a ground for it to be rescinded.  Can you post the photos?

    If you are parked over both you will need to appeal both, but the approach is very different.  Council approach is you were forced to stop due to an unexpected warning on the car dashboard  so in the interest of safety you had to pull over.

    VCS search the forum for other airport private invoices.

    Red lines are a real mess. Half have worn back down to the old yellow lines, but signs are still clear.
