My sister and I are buying a property together, our parents will live with us, they are both retired. The house will solely be owned by my sister and I. Who do I put on the Council Tax? Are all 4 of us to be listed or just the my sister and I as the homeowners? Thank you

Surely you mean who do you put on the electoral roll? In that case, all four.
As for council tax, the bill comes for my property in my name only but I live with another adult, their name isnt on the "bill". So I assume this can be personal preference as to put it in one or both names, this may vary by council area.1 -
If you and your sister are resident owners, then the liability is joint between the two of you.
No discounts. Doesn't make any difference for council tax if 2 extra adults are there as things stand
Mum and dad should however be on the electoral roll, as should you.2 -

legal liability to pay it follows a strict "hierarchy of liability" set out in statute law, not whose name is on the bill
as resident owners, the two of you are each liable for 100% of the CT irrespective of whether the bill is in one or both names.
if the bill is not paid, the council would take both of you to court and try and get money from either of you.
your parents rank bellow a resident owner and are not liable for the CT
