Waltham Forest Bus Lane PCN (ministerially approved?)

Hi all,
My partner received this PCN while he was doing a delivery. Is there any possibility of appealing it? I have done some research and its inconclusive because some places (MSE and some posts on here) I read that bus lane PCN's in the London Borough of Waltham Forest have been invalidated before because the enforcement cameras are not "ministerially approved".
Any advice would be much appreciated!

Because its a bus lane charge, I suggest that you take your query over to the FTLA parking forum and post over there, after reading their posting requirements first
