believe me, its greed...visiting legoland in manchester recently, demonstrates that. Its been completely scaled down and staff cut whilst the price has gone up. My kids were hoping to see wax Ant and Dec but they couldn't find them!0

Merlin just make up those prices. Just 'based on those prices', the London Eye costs £5 and we know that is never the case.
I suppose Merlin could have said, 'You didn't take the combo bundle, instead you took Mme Tussauds £42 and Big Bus Tour £38, you only paid £55 so really you owe us £25.'
Equally the OP might argue that Merlin denied them the London Eye ride so should refund £42 each but that would also be unfair, to Merlin in that case.
A fairer way would be to total the three individual attractions, calculate the percentage discount and apply it equally. On that basis, the London Eye refund should be £19.
All moot though because Merlin's T&Cs say they can unilaterally give any refund they choose.0
