It appears that the Savings Credit element of Pension Credit does qualify for Winter Heating Allowance and also a Free TV licence (over 75 which you need to apply for) https://www.tvlicensing.co.uk/check-if-you-need-one/for-your-home/aged-74-and-over-aud3?WT.ac=reducedfee_over75 . The rules state "Pension Credit" and make no reference to Savings Credit or Guarantee Credit elements.

I applied for PC last week of July (14weeks ago). I phone every week, been told alsorts of rubbish by them. I’ve put in an official complaint about being given wrong information.I’m so anxious as I need to use my heating due to health conditions. My bills are around £480 a month in winter. I’m really scared at the moment. I do get PIP SP. That’s it0

Your state pension should is paid 4 weeks in arrears so first payment will be about 4 weeks after you reach state pension age.
If there's entitlement to Pension Credit then you'll receive full HB and CTR.
When you got your 13 months of PC did you also get 13 months of Housing benefit as well?
