Looking to buy a house with shigh surface flood risk

Hello,
We are looking for a house in London and have found one we like. I looked up the flood risk on the government website, and it has no risk of river or coastal flooding as it isn't near a river or the sea, but it has a high rating of surface flooding.
I asked the owner if the property had ever suffered from flooding (they have owned it for 30+ years), and they said no. They also have normal home insurance and do not need to go to a specialist insurer. I also haven't found anything on the internet previously about the street suffering from flooding.
What is the view on surface flood risk? Will this cause me issues in the future when I try to sell in the future or if insurance criteria change? I am also conscious of global warming (more downpours of heavy rain). Equally, if it hasn't been an issue for the past 30 years, would it even be in the future?

Always been localised heavy down pours or extended periods of rain. Water doesn't simply soak / drain away into the ground. Has to run somewhere.0

look at the physicality of the actual area, why is it rated as high risk surface flood?
where will water come from and go to?
use common sense - yes the map exists because some data suggests it should exist, but in reality do you regularly win at the betting shop? Odds are odds and no odds are certainties.0 -
Our house is at a surface flood risk. I made the effort to find out why...
About 20 miles away there is a large modern reservoir. Should the dam fail and drain the reservoir, water would rush down the local river which could burst its banks flooding our village to a level just beyond our house. I am not worried. My house insurers are not worried and they should have better information than the local council.0
