You might not have noticed this change (better late than never??):
From the 'Move to Universal Credit if you get a Migration Notice Letter' webpage.

The entitledto and Better Off calculators now include transitional protection calculations.
Also:

If you receive tax credits and have money, savings and investments over £16,000, use the entitledto or the Better Off calculator. These calculators can also calculate any transitional protection (top up payments) available.

Benefits calculators:
    entitledto
    Policy in Practice Better Off
    Turn2us

Calculations do not include any deductions that may be taken from your Universal Credit amount.

DWP is not responsible for information given by the calculators.

Errr, the question has to be - What took so long?
(Rhetorical, I know that people have been working on various versions, but TP is not an easy thing to calculate for all circumstances and they needed to be sure it was right before implementing it).
