Credit card for online payment via PayPal - am I covered with Section 75?

I'm working with a web designer who has worked with me previously and I'm comfortable with his work.
He and I have agreed that I will make a downpayment of £300 via credit card to allow him to commence work and the final payment payable once he's completed to my satisfaction.
I'm unsure if Paypal transactions such as this would be covered by Section 75 - any thoughts?
Many thanks.

It's also worth noting that this sounds like it could be a business transaction not a personal one? If you are paying for a website say for your pet cat, that is fine albeit with the caveat above about PayPal. However, if you are paying for a website for a business operation (particularly given the cost mentioned) then it wouldn't be covered regardless of how you pay - the Consumer Credit Act rather gives it away!

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

It depends on the type of business - as I recall from when this has come up before, there's a broad definition of 'individual' that includes various small businesses, perhaps if not set up as limited companies.

I had a google of this before posting, Tesco (there is an MSE thread on it) specifically blocked an S75 claim on the basis it was business transaction. There is a quote from that thread from the Ombudsman that states [it covers]:

sole traders, small partnerships and unincorporated businesses, as well as ordinary consumers

So possibly it might go through, might not

Is this person issuing a invoice for the work via PayPal or are you sending it friends & family or cash payment?
