They where sent the exact time I moved house and i can prove it with tenancy agreements.
If they were sent at the exact time you moved house there is every chance they were sent to you old address. They will have obtained your details from the DVLA a couple of days after the fees for the crossings remained unpaid and will have used that address for any subsequent correspondence.
Unlike being caught by camera speeding (where you may not have been aware that you committed the offence) you knew that you made these crossings and you either knew or should have known that they had to be paid for and that no payment had been made. Had you paid for them there would have been no need for any further action to have been taken.

Rather add many more needless pages, you have two options;
i) pay the bill and learn the lesson for future
ii) challenge it in a court as there being unreasonable add ons.Mortgage free

Not a case if I knew i had to pay the dart fee, of course I knew, I am not avoiding that fact, the fact is I forgot, due to a 14 hour each way drive.. and was never reminded as I did not receieve the reminders, had I, I would have paid.0 -
Just to clarify, you do not get reminders to pay the fee. You get a penalty notice.
If it was those notices you did not receive you need to be careful. You mentioned that they were sent "at the exact time you moved house". As I said, it may be possible that they were sent to your previous address. Notices are deemed to have been "served" if they were properly addressed and posted to the recipient's last known address. If they were not, received, it falls to the recipient to prove it.

I understand the 'served' thing...I have sent TE9 and TE7 off for both PCN (there and back ) and it now says I can expect to wait for up to 8 weeks, does this sound right? I got an auto email right away saying this...?0 -
I can prove it, with my tenancy agreements...How would a tenancy agreement prove that you did not receive something in the post?
What was the date you asked the DVLA to change your address on the vehicle's registration details and what was the date of these crossings?1 -

"Moved hosaue and told dvla December 28th""Reminders to pay were sent Dec 28th and Jan 09th "
Unless you had mail redirection in place they almost certainly would have gone to your old address.0
