Hoxton Macs have loads of used machines or maybe CEX if your looking at pre owned1

MacOS won't allow you to format the HD whilst security is in place and you cannot remove the HD as its an SSD on the motherboard.
Security is managed by the T2 chip which is a computer in its own right (its a modified A10 from the iPhone 7 with its own ram and OS (BridgeOS)) so even if you found a way to format the HD the T2 would still hold encryption keys and attempt to use it when interacting with the hd which would fail as the drive hasn't been setup with the old key.
There are a lot of charities etc complaining about Macs because without the log in details they are basically bricks and all you can resell is the screen and case because everything else is on the mobo which cannot be unlocked1 -
