Deed of variation holding up sale

The bottom of our chain are FTB and have requested a deed of variation to the flat they are purchasing (our buyers). This has been holding up our exchange/completion dates for weeks! The deed has been agreed but it’s the signing of the deed that’s causing the hold up.
Would it be possible to exchange & complete prior to the deed being signed by all parties?

only if the whole chain exchanges and completes including the first time buyers
if they don't exchange nobody else up the chain can exchange either0 -
It may not be the FTB themselves that requested it. It could be their solicitor acting on behalf of the lender.
If this is the case they cannot exchange as they won't have the funds to complete until lender requirements are met.
If it is the FTB asking for it then it is likely due to solicitor advice and it is highly unlikely they would not follow the advice of their solicitor (knowing that it could result in issues down the line for them).0
