Unpaid Toll Charge Notice - CDER Group

Hi - is anybody able to help with the following or point me in the right direction for information;

I received a notice from Tyne Tunnels a few months ago regarding non-payment for a car I sold in April 2023.  The alleged offence took place in March this year.  I have never been to 'Tyne Tunnels'.  Before I knew about this forum, I responded to them with evidence showing communication between myself and the garage that I traded the car in at.  They rejected this and said I needed to provide proof via the DVLA, which I did.  The letter from the DVLA states; 

Thank you for your enquiry about the above vehicle. I can confirm that you are no longer shown as the keeper of the vehicle from 7th April 2023.
Your disposal notification was received on 18th March 2024 and our records were updated on 18th March 2024. You should return any statutory notices for an offence/contravention that took place after you sold/transferred the vehicle to the issuing authority. Give them what details you can. Only the issuing authority can make a decision based on the evidence that you provide.

I'm not sure what a disposal notification is but when I traded my car in, I gave all of the paperwork to the dealer and he said he would send off everything to DVLA (I know I probably made a mistake here).  When I received the initial Toll charge I rang the DVLA to check that I was not registered as the keeper.  Does this mean it was only updated then?

Anyway, I sent the letter to Tyne Tunnels and they rejected it once again.  I have now received a UTCN from CDER Group telling me I need to pay before this escalates.  I'm not sure where I go from here...
