Method of appeal to Civil Enforcement Ltd

Hi,
A quick question; after following all the newbie advice, I am at the stage of sending the suggested appeal letter to CE. However, the pcn states 'in writing only at www.ce-service.co.uk. When I have gone to appeal via this link, it is asking; 'Are you the driver of this vehicle?', and there is only a yes / no option in order to proceed.
I've read on the newbie thread not to declare that I was the driver, so which option should I select? Or should I use an alternative method to send my appeal?
