Great British Insulation Scheme Surveyor says No

I applied to get my loft insulated via Octopus Energy under GBIS. The surveyor came out today and he claims that they cannot do it because he says the loft was previously insulated but the previous owner had the flat rewired and the electrician just threw all the insulation into a pile in the corner.
That much is true because when we first moved in, I went up and dragged some insulation off the pile and relayed it over the bedroom and living room as the flat is freezing in winter. It's really old, thin insulation so I'm guessing it was done to the old 100mm standard.
He claims that the pile of insulation is big enough to be around 200mm deep, meaning it was fully insulated so they cannot reclaim the costs under GBIS. However, I disagree as my neighbours side of the loft is fully insulated and the amount of insulation they have is easily more than double the amount that's piled up.
I live in Scotland and I think EnergyPig are the main contractor/surveyor for GBIS. Is there any way to ask for a second opinion or am I out of luck?

Decided to insulate and board out the loft myself. Not too expensive and I'd do a better job than those grubs only interested in the grant money
