PCN from National Parking Control



Hi,
I've received a Parking Charge Notice (PCN) from National Parking Control (NPC) and need some advice on how to proceed.
Details:
- Date of Parking Event: 27/07/2024
- Observation Time: 21:40
- Amount Due: £100
- Reason for Issue: Parked on a Roadway Where Prohibited
- Date of Posting: 30/07/2024
- PCN Received: 09/08/2024
The PCN was received 10 days after it was supposedly posted, leaving me with only a few days to decide on the next steps. It feels like this might be a deliberate tactic to create time pressure.
The notice states that if payment is made within 14 days of the notice, a reduced amount of £60 will be accepted, which would be by 13/08/2024.
Circumstances:
- The vehicle was stopped for about 10 minutes, until a passerby warned the driver that someone was taking pictures.
- The PCN includes two pictures: one of the NPC parking conditions sign in the area and another of the vehicle parked on the roadside. These pictures were taken after sunset in poor lighting by a warden using a phone.
- The vehicle was not parked within a marked bay, which requires a permit and is for residents only. Instead, it was parked on the side of a slip road leading up to a residential block. The roadway is accessible from the main road and appears like any other public road, though it’s apparently private land.
- The vehicle was not parked on any yellow or red lines.
I’ve reviewed similar cases, and it seems NPC is an IPC member, so appealing to the IAS might be futile.
Questions:
- Do you recommend paying the £60 now to avoid the charge increasing to £100 after tomorrow?
- Based on the information provided, do I have a strong enough case to challenge this PCN in court?
Any advice would be greatly appreciated.

Nobody pays these scammers. You are treating the £40 bribe discount as though it makes much difference. It is called the "mug discount" for a reason.

I've already started with Plan A by contacting the property management company this morning to request cancellation of the charge. Initially, the representative seemed willing to help and asked me to send an email. However, once she realised that I am not a resident, she informed me that she couldn't assist and advised me to appeal directly with NPC instead.

I've been sitting on an NPC fine myself, I note also that they took 10 days for a prior dated letter to get to me. I sat on that, and awaited the predictable DBCL letters, which came, and subsequently have been ignored. I have managed to source NPCs MD's email, and wrote to him directly - I wouldn't recommend as they are truly not interested, not was the plan A business owner.
Personally, I would be inclined to ignore what they have - which sounds like very little. Can you post redacted copies of the PNC letter and pics - do go onto their website and check if they have further photos as it may give you a clue as to their 'approach' (which btw will always be disingenuous).
Also, if you're able, try to get a google street view capture or your own photos of the location. The bottom line is, as described above, no one pays on here, follow the advice from the experts and see it through, don't lose your nerve.

Seconded. Ignore them and the £170 demands. Open every letter. Tell them if you move.
