New extractor lets the cold in

I got an extractor put in my bathroom so I could secondary glaze the window during the window (thus the window no longer opens) and still remove steam to prevent condensation / mould

However it isn't keeping the bathroom warm as loads of cold air comes in through the extractor when it is not running. There is one of those flap vents on the outside but on the inside only a grill. Not sure why but when the wind blows the flap vent does not seem to keep the cold air out at all. Any suggestions?
