PPS PCN invoice - paid already by VWFS - what to do/help neeeded

Hi all 

I received a letter on 8 August (today) from VWFS dated 7 August (yesterday) saying they have paid a PCN invoice from PPS station for some bogus reasons. I immediately emailed VWFS not to pay. I then tried to check online to see if I can appeal but it doesn't let me as it says payment has been received. If they had not paid I would have done a transfer of liability request or worse case named the driver. The car is used by multiple people.

Normally VWFS give 28 days to appeal and only pay if it hasn't been appealed but on this occasion, they have done something bizarre and paid instantly.

I will really appreciate advice on how to take it further with lease company. I assume writing to PPS is futile since they have received the money. I already emailed them (as hirer) and they said within minutes they do not accept any appeal after receipt of payment as expected.

    VWFS have breached your agreement. Sue them for the money or get your bank to chargeback the money and refund you.

    The car hire agreement is extremely pixelated and illegible.

    My first point of inquiry would be to ask them which of the following reasons they believed was applicable: https://i.ibb.co/VqcdNfh/VWFS-letter-to-me-hirer.png and why they did not nominate you to pay it. Hopefully they'll realise they made an error and sort things out themselves.

    They breached their own agreement. They either pay you back or you sue them.

    Are VWFS part of BVRLA?  If so, have they followed the rules/guidelines?  Seems not!

    Can not read the hire agreement, what exactly does it say?
    From the Plain Language Commission:
