Initial Parking PCN Fistral Beach

I have received a PCN from Initial Parking at Fistral Beach, Newquay following a recent stay. We arrived before 7am so the car park was quiet and left not long after 9am (note: parking is free between 4am and 8am)
When I arrived at the car park, I tried all the on site machines to pay by card and by coin to which both were rejected by multiple machines
I then tried to use the Just Park app, as directed in the signage to buy time and was greeted with the same error message every time "This parking space is not available within these dates. We can offer you something nearby". When I left the car park there were still plenty of spaces available.
I also called the JustPark phone number and again was told that something went wrong and I was unable to buy time for this car park.
I appealed to Initial Parking using the One size fits all and was unsuccessful so I am beginning to draft a letter to POPLA.
I have photos and screenshots to prove what I'm saying is correct and just wondered if anyone had any advice for what to include or any success with POPLA appeals to Initial Parking at Fistral Beach

Don't bother with POPLA, is my advice.
The reason the machines and app didn't work before 8am is because the contractual parking was not available until the final hour you were there.
Personally I'd just ignore Initial Parking.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
