Give notice of marriage problems - Different Boroughs

Can anyone please help, in a bit of a pickle.
A family member has booked their wedding for the end of next month, live in London. Their partner lives in Peterborough. On our end, we are able to book an appointment in the Borough, 29 days before the wedding date to Give notice, with the wedding being held in that Borough of London.
Their partner however, is not able to get an appointment to Give notice within the 29 days. What would happen if we were only able to Give notice and went ahead with the wedding, is that a no go.
Plus at the appointment, I know they ask for the venue but do they also ask for the date as well?

Can the wedding booking be changed?Have they spoken to a person at the Peterborough offices and asked advice/if there is any likelihood of being squeezed in? Cancelled appointments?Otherwise they could have a party at the booked time to celebrate their relationship and engagement, but would need to pop into a registry office for the legal marriage later.But a banker, engaged at enormous expense,Had the whole of their cash in his care.

I assume whoever is conducting the ceremony will require the confirmation document to proceed.No valid notice = no marriage schedule (legal documentation) = no legal wedding.
Either change the wedding date, or if that isn’t practical, have a ‘celebration’ ceremony and legally marry in a register office once paperwork is complete.0
