group nexus west bromich tesco PCN

Hi all
Please can I ask advice on the following for a friend?
a friend received a group nexus fine for parking for 29 minutes at the West Bromwich Tesco on 6/7.  They didn't see any signs for validating parking otherwise they would have done but do have a bank statement saying we had spent over £20 in Tesco.  They only quickly rushed in for some medicine and food for the evening as they were visiting the area for a competition and were unwell.
A little background the friend is registered sight impaired so may not have seen the signs but the driver (friends relative) is named on the PCN which was sent by post whilst they were on holiday (date of issue was 15/7 and they left on 19/7 before the post arrived).  Reminder to pay was issued 1/8 and they returned home on the 4/8.
Reminder now says they have to pay the full £70 as they didn't pay within the two weeks as they obviously received both letters whilst they were away!  It was an honest mistake as they are not from the area and didn't see any signs.  Can they appeal this and how do they go about it?

  • Same boat, I think you can appeal but look at Newbies thread.Could you check with Tesco if they will be happy to cancel on your behalf?
