I have received a penalty notice for overstaying at motorway services. They have given a reduced amount I can pay if I pay within 14 days. I want to appeal (there were circumstances I'd like them to consider) but want to be sure of a couple of things first. If I appeal to Parking Eye they will stop the clock on the 14 days whilst they assess my appeal? Also, if they decline my appeal the clock will then start again on the 14 days but as long as I pay within that time frame I can still pay the reduced amount.
Assuming I've understood this correctly, I don't see that I have anything to lose. If they don't accept my appeal I'll just pay the lower amount and be more careful in future.
The wording on the charge notice is as follows:
All appeals must be submitted in writing online or alternatively by post to the address listed below. Appeals should be submitted within 28 days of the delivery of the Parking Charge and whilst under assessment, the value of the charge will not increase. You will be unable to appeal if the charge has already been paid. Supporting evidence should be attached to assist with an appeal. Parkingeye Ltd may be unable to return original documentation and therefore request only copies are sent. If an appeal is unsuccessful, details to access the independent Appeals Service (POPLA) will be provided and 14 days to pay at the current amount. If an appeal to POPLA is made, the discounted rate will no longer apply and the charge value will increase.

Do not attempt to name the driver.
The vehicle may have over stayed according to parking eye, but by how much?
Was it an over stay , double dip, prevented from leaving other?
