Collection agency letters from Scottish companies on behalf of Horizon Parking.

My daughter has apparently breached the parking restrictions on 18 occasions at our local big Tesco in Glasgow which is located in the retail park where she works. It's run by Horizon Parking and accumulated a 4 figure sum.
She's ignored previous letters as instructed here (where Horizon are concerned) but has today received a letter from a collections agency called Gordon & Noble which is local to us in Glasgow.
Other threads I've seen have involved debt recovery companies in England and have advised to continue to ignore as they have no legal standing here.
I'm wondering if this company do indeed have clout to enforce payment as they are based in Scotland.
Obviously we'll pay if we must to stop her getting a poor credit rating.
I'd be grateful for any advice. Thanks.

Whilst awaiting a suitable reply, especially due to the large number of pcns and a currently outstanding balance of £1800 , so I suggest two things
1) study the Carly Mackie court case from several years ago
2) get legal advice from a law centre or lawyer within Scotland
A decree may cause more problems than a poor credit rating , the diligence part could have various ramifications2 -

Has she responded to any of the PCNs? Has the driver been identified to Horizon? If not, then keep it that way as there is still no keeper liability in Scotland… for now. Under no circumstances respond to a debt collector, English or Scottish.2

No she hasn't responded to any previous letters but worried about this one as seems more official.1

Just a debt collector letter. No mention there of litigation or the Simple Procedure.
I hope she has stopped parking like that?
