APCOA PCN CHARGE APPEAL TO POPLA

Hi all,
I have been reading this thread but unfortunately came across it too late.
I sent through the following appeal to Apcoa following their app failure when i parked at Radlett station:
"When I arrived at the station and parked I attempted to use the app to pay for the parking twice. Both times the payment registered in my bank so there was no issue with my payment card or bank. Both times the app stated there was an error. There is no other way to pay at the station, I looked around and there was no option to pay by cash or card. I had a meeting to attend right next to the station and had no time to find another car park in radlett. As the payment had been taken twice I had assumed that the parking had gone through despite the error message on the app.see attached the screenshot of my bank showing that payment had gone through once at 10:29 and again at 10:30 on Friday the 5th July.
Please note that I only received the parking notice yesterday as I was on holiday from the 7th July returning yesterday 19th July"
Of course this appeal was denied as they stated I should have paid within 24 hours on their website as per their terms and conditions. Obviously if payment had been taken i had no reason to believe this was necessary.
Unfortunately I have now admitted I was driving the car so the standard template you guys normally suggest isn't possible.
Any idea what i can now write in my appeal to POPLA? I will draw it out as long as possible and wait until the full 30 days before responding.
Any help would be hugely appreciated!

Is the PCN definitely a Parking Charge Notice PCN. ? Or a Penalty notice. ?1 -

I understand that it was a bad idea now but given that I had paid I didn't have a reason to think they would reject the penalty at the time.
Sadly the points used on the other thread do not relate to the rejection of the appeal as far as i can see, especially as I have admitted to driving the car.0 -

Do you mean there was a delay of a couple of days in APCOA collecting the money from your bank account, even though you actually made the two payments on the day while the car was still parked at the station?
If so, contact your bank and ask them to look at it and explain by email what they can see happened - why it was delayed. Get that in writing by email. Sounds like APCOA's fault.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Its not a penalty, you just told us which one it is. !
So driver revealed, In that case your Popla appeal should concentrate on the following items
No landowner authority
Poor and inadequate signage
If full payment was actually paid at some point, say so
If it wasn't taken , say that all attempts to play were frustrated by their payment methods, so frustration of contract, unable to comply with the rules due to machinery and app problems1
