    How can you possibly forget that the same guy has used your partners identity before.

    There seems to be an opportunity to use GDPR to get solid evidence that your partner is not the subject of the case in Birmingham: If your partner were to ask for the court records, and the court in Birmingham provides a writtent statement that they will not deliver them to him as they know he is not the subject of the case, you can provide this evidence to the Baliffs. 

    If you are correct and the baliffs already know that your partner is not the debtor, then you seem to have a case for harrassment. I think would be calling the Police on 101 if/when you have written evidence that Baliffs accept that he is not the debtor, as you may need them to attend to send the bailiffs and locksmith away. Just tell the Police you are scared because the baliffs don't seem to be acting rationally. I would be fairly confident that if the Police send them away once, they won't return.
