Reply to the retail park thanking them for all efforts they can make and tell them the above. They've probably been misled that this is some sort of escalated 'enforcement' stage. It isn't.

Yes it was the retail park, it took some convincing to get them to take action; along the lines of the disgruntled customer argument.

Could you please post a summary in SUCCESSFUL COMPLAINTS ABOUT PPCs, including which PPC, which retail park and email contacts for others to complain to, if they are facing the same in future?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
