ULEZ: When will my car be too old to be compliant?

At the moment the ULEZ compliancy is based on your cars Euro emissions status.
Your cars Euro emissions status won't change.
(If it was registered after 2001 and even if it had an EV conversion, DVLA still won't change it's Euro status)
At the moment Euro 4 and onwards petrol engine cars and Euro 6 diesel engine cars are compliant.
Will TFL change the criteria for what is compliant?
Probably, they seem to alter everything at the drop of a hat, so it's shouldn't come as a surprise that one day they change what is compliant to capture more money, sorry improve the air quality.
It's worth nothing though that specs for Euro 4 and 5 petrol engines are pretty similar, so they might have trouble justifying dropping Euro 4 and setting the limit at Euro 5. (but it's not like they ever let facts or even opinions bother them)
I've suspected for a while and Khan has admitted as much, that the end plan would be a pay per mile scheme will be introduced at some point in the future for every vehicle.
When that might be could be sooner than you think after the results of July the 4th.
TFL have recently announced that EV's will soon have to pay for congestion charges.
They were never technically free from the congestion charge but TFL gave them 100% discount.
Some time in 2025 they are removing this 100% discount.

AIUI, the reason that petrol cars need to be EURO 4 and diesel EURO 6 is because the threshold was set based upon NOx levels and the diesel NOx for EURO 6 is the same as the petrol NOx for EURO 4.
On that basis, there cannot be a change to make petrol cars need to match EURO 5 (or 6) unless there is a change in the stated rationale for the level that is chosen.
EURO 7 is not yet here and it has to be assumed that the ULEZ standard cannot be uplifted to EURO 7 requirement until EURO 7 has been established for a good period of time. Otherwise, there would be people with cars barely a week old suddenly non-compliant.1 -

I'd lay odds that the next change to urban emission zones will be a requirement for substantial zero-emission capability. Plugin hybrids, BEVs.

A zero emission zone for CENTRAL London was seriously considered for a 2025 start, but has been postponed indefinitely. It will probably come back at some point in the future, and will probably be a thing for the whole of London much further in the future (once the large majority of cars are zero emission anyway).
