Fake delivery company

An item my husband bought on eBay didn't arrive so he took it up with the seller and subsequently with eBay. The seller provided a proof of delivery which supposedly showed signed for by my husband. Problem is we were out most of the claimed day of delivery and our cctv did not show any courier trying to deliver anything.
I should say this is a relatively low value item so we're not losing sleep over it but I was really puzzled by what could have gone wrong and I did some checking. I found the courier company was struck off the companies house register last March, so I can only assume they are not actually trading any more. I also found lots of negative reviews on trustpilot posted by people with a similar experience. All have bought something on eBay and been provided with false tracking data by the same courier.
I'm really not sure what to do. EBay have closed down our refund request because of the fake tracking data. It's a relatively low value item, but it's the principle and I don't like to think of others getting caught the same way.
