HSBC "10% Cashback"

I have an HSBC credit card which is on 0% for purchases until some time in 2025. They recently advertised (via in-app message) an offer of 10% cashback on all purchases abroad until the end of July (2024) (max £50 cashback), whilst noting there is a 2.99% non-sterling transaction fee.
I'm thinking it's still a good offer at effectively 7% cashback, and I will be going abroad and could use it. Then I wondered about the non-sterling fee and whether this might be a trap whereby it does not fall within the 0% interest offer, so I might start getting charged interest. I am currently stoozing about 85% of the credit limit and don't want to risk messing things up and having to repay the balance early.
Having now looked at my original terms and conditions, I think I have concluded that such fees count as purchases and so I should be able to spend abroad, with that expenditure being at 0% interest, including the fee, and get the cashback. And not have to worry about interest or paying off the balance until the end of my 0% offer next year.
Just thought I'd post this in case someone can see that I'm missing something.

I guess my question is "do non-sterling transaction fees count as purchases and are they subject to the purchases interest rate, including a promo 0% rate?"
I think this is the case but isn't completely clear from the Ts and C's.

@35har1old yes only purchases made abroad will count. I will need to pay for things abroad before the end of July.0
