    Could you please advise if the below response is adequate?

    Dear Sir/Madam,

    I write in response to your recent correspondence.

    For clarity, this matter relates to an alleged parking charge in Scotland. As you will be aware, the provisions of Schedule 4 of the Protection of Freedoms Act 2012 do not apply in Scotland. Accordingly, there is no statutory basis upon which liability can be transferred to the registered keeper.

    You have written to me in my capacity as registered keeper. I am under no legal obligation to identify the driver, and no such inference should be drawn from this correspondence.

    Further, the vehicle in question is used by multiple individuals. There are at least three named drivers who have access to and regularly use the vehicle on different dates. In the absence of evidence as to the identity of the driver on the material date, your position remains unsupported.

    Separately, pursuant to my rights under the Data Protection Act 2018, I require you to confirm the identity of any Scottish agents, representatives, or legal partners you allege are instructed in this matter. Please provide full and accurate details.

    Please also confirm the lawful basis upon which my personal data is being processed in these circumstances, given the absence of keeper liability.

    I expect your substantive response within 14 days.
