Costa Coffee Parking Fines

Hello I am after some advice please.
Met a relative to transfer my elderly mother from brother to me (he is in Wales, I am in the South) so we agreed to park at Costa Coffee, Stafford Road, Wolverhampton.
I have today received a parking fine notice saying we returned within 2 hours and that the parking clearly states that we should not. There is an hour between visits and this did not happen.
I arrived at the location and parked in a normal bay and waited for my brother. As they were running late we decided to go into Costa and have a coffee so moved the car to the disabled bays which had become free. Inside we put the registration number in the machine and waited. After about 40mins brother arrives, another coffee and we are on our way.
We did not leave the car park once we arrived yet it shows us there for 12 mins and then a break of one hour and then again for 14 mins.
I would like to appeal as this is ridiculous - we did not leave the car park (unless you say moving the car from one bay to another is not allowed but that does not account for the hour missing in between) and the time it recorded us there was wrong.
How would you suggest approaching the appeal - is there a template I can follow? I know there are parking enforcement appeal groups on FB but wonder if they are the best way to go about it.
I see this is an issue with Costa Coffee as they have various locations where the parkingeye operate however, I do not see how they can negate responsibility as they want the trade.
As far as we know, and we cannot revisit as it is over 2 hours away from us, we completed everything that was asked of us.

Read the Newbies thread. But first option is always plan A ( complain to the landowner). Might be Costa or their might be managing agents.1

Plan A, complain about the PCN to the actual landowner, as well as to Costa coffee ( I don't think that Costa will be the Landowner, probably a tenant. ) I bet that its EG Group, that petrol station is theirs AFAIK , the ESSO totem gives it away
Unless Parking Eye failed to comply with POFA, no appeal is likely to work, whichever template is used
The other possibilities besides POFA are no landowner authority and poor signage, but Plan A is the best option here1 -
Don't use a template for this appeal.
Try a complaint to the Services Facilities Manager first (Google the place to find contact details) and to Costa Head Office.
If that fails you have 28 days to appeal and should just tell ParkingEye what happened and ask for their evidence that you drove out then returned because you definitely didn't so they need to human-check their middle images and work out what went wrong with the positioning of their ANPR camera.
Add that you require an apology for this harassment of an elderly disabled visitor (passenger) who is entitled to have the car moved within the site to a more accessible bay. Get angry about this crap.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
