My credit card limits reduced to £100 - why?

Information from Experian or any other credit reference agency is not 'classified' - it may show NO information whatsoever was given to Barclays which would throw a different light here in that they are not telling the truth.
Whilst you are right a commercial decision to reduce someone's limit to an unworkable limit of £100 is legal, Banks have to treat their customers 'fairly'. A complaint will set in motion a procedure that a new set of eyes looks at the situation and either finds that the OP has been let down, or if they decide not to uphold the complaint manage away the customer.

Did you ever find out who was reporting the loan you don't have to Experian?
I'd be more worried about identity fraud if that's right.0 -
Barclays are a strange lot.I've had credit refusals from them multiple times over the years (Apple Store and Amazon), but been fine elsewhere.I've a mortgage, decent salary, no missed payments, etc. and a couple of credit check services give me good scores.After some persitence, I think I got to the bottom of the Barclays issue; as @retiredbanker1 postulates, one of their agents let it slip that the issue was that they couldn't get an immediate response from my mortgage lender and so their checks failed.Nowadays I just ask if the credit provider is Barclays and say don't bother.Regarding the credit report "loan" - could it be something like a phone from a provider such as EE (they've separated out the phone from the service when you do a renewal/upgrade)?

My partner got a text today saying his card is being reduced to £75 from £13,500.

According to Experian:
3 credit cards: correct (EDIT I have 3 cards, all with Barclaycard)
1 mortgage: correct
1 loan: incorrect!
So... now super confused!

Its always worth having a bank account and credit card from more than one company in case of issues like this
