    Analogue phone lines are being phased out so at some point if he wants a home phone he won't have any choice but to have one thst runs via a router (with either a copper or fibre connection to it) I think you csn get some with a battery back up) 

    What's his objection to using a mobile? You csn get simple ones and a sim card would be be vastly cheaper than a home phone line (for example 200 minutes for £3.95 with Lebara)
