Filtering junk in Outlook

What folder does potential junk mail have to be in - in order to be filtered out in future ?
I receive regular junk mail from genuine sources (not made up addresses) and block it from the junk folder - but this doesn't appear to do anything.
Should I move the items back to INBOX and set it as junk from there ?
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.
