Which animal tears open the plastic bags I leave outside containing litter and cat poop?

Second time it happens and it kills me because of the work required to clean the mess (one big bin bag containing many small bags full of litter with poop).
Who's the likely culprit? (foxes sometimes visit my garden. I've seen rats too. And various cats of course)
I don't get it because what's the point of doing this? Litter and poop are useless to any animal.

Foxes most likely but the smell will attract them. I'd buy a physical bin to put the bags in to prevent this happening1

I'm not sure but there are some strange folk about these days.
As said , buy a proper dustbin to leave it in.1 -
If I left a bing bag out here it wouldn't take the crows long to rip their way in.1

Crows, magpies, rooks, foxes. Some dogs are partial to cat poo.It is because there are some undigested bits of food in it.1

foxes, rats and herring gulls if you have them round your way.
They'll tear open the bags just to find out what's inside.
