McDonalds Gatwick MET Parking Charge for parking in disabled bay

The registered keeper of a vehicle received a Notice to Keeper for parking "in a disabled bay without clearly displaying a disabled badge".
The driver was driving a disabled passenger and was waiting in the car until the passenger was ready to be collected, at which point they walked into the restaurant in order to help the passenger walk back to the car - a maximum of ten minutes.
Should I just send in a copy of the passenger's blue badge or include aspects of a general appeal (stating that the notice does not comply with POFA)?
Happy to scan and upload a picture of the notice if it helps.

Plan A is a complaint from the keeper to the landowner and the keeper's MP without identifying the driver. Point out that the BB scheme does not apply on private land, but the Equality Act 2010 does, and include a copy of said badge with the photo redacted.
Plan B is to appeal using the template in blue text from the sticky Announcement for NEWBIES.

Add a point that an occupant of the vehicle is disabled and include a copy of the blue badge, with photo redacted.
