    Latest update: I e-mailed DCB Legal and received a response the following day. The response I got was the same template that's on every other similar thread on these forums. As requested at this point and based on the deliberately evasive response, I investigated reporting DCB Legal to HMRC at this link: https://www.tax.service.gov.uk/report-tax-fraud/.
    HMRC say not to tell anyone you're making a report so I'll neither confirm or deny what I did next...

    Based on other threads, I have not, and don't intend to respond to DCB Legal's insufficient template response. I will wait for them to issue me with a claim and continue the process.

    Just in case anybody comes to this thread looking for case studies - it's soon coming up to a year after I received and responded to a letter before claim and I haven't heard anything else from Excel.

    But for any person reading this thread,  the parking company have 6 years to issue a court claim in England and Wales 

    But the 10 minutes to pay in full rule is now banned
