Forgot to pay due to neurological disability which affects my memory

I went to pay the London Low Emissions charge (LEZ) this am and found out that I should have paid by midnight last night. Never driven in London before and was attending a funeral.
I have a neurological disability which is recognised by The Equality Act that impacts me memory/recall and planning.
Has anyone been able to appeal successfully via this /reasonable adjustments under The Equality Act?

I doubt it can be appealed on the basis of your disability. You can drive, so you have to take responsibility for everything that that entails, including setting reminders to do things you might forget. You also could have paid in advance, which would have been the simplest thing to do as soon as you found out that you would have to pay the ULEZ.
If you have paid the charge now, you were only 10 hours late, and so you might not even get a PCN, but if you do and you have medical evidence of your disability and evidence that it affects your ability to remember to do things, you might as well appeal as it costs nothing to do so.The comments I post are my personal opinion.
