Roof repair / replace?

Hello 
My 1968 3 bed semi , currently clearing loft and noticed that the membrane under the rood tiles is perished and torn .... this is at top of roof under ridge tiles 
Roof is not leaking but not sure what to do 
Roof is marly concreate tiles approx 56 years old 
Have got some one round to inspect roof next week
Not sure if the membrane can be replaced or while at it better to get membrane and new tiles etc 

A lot will depend on price , I have no idea of a ballpark cost to re-roof a 3 bed semi

    All the tiles will need to be removed before the membrane can be replaced - This will trigger Building Regulations compliance, and Building Control may require you to increase insulation levels in the loft. Current recommended level is around 300mm of fibreglass/rockwool. Adding more insulation whilst the roof is off gives you an opportunity to make sure it goes all the way up to the edges of the loft space. And with the roof off, it is much easier to get the materials up there.
    Concrete tiles have a life span of 60-100 years, so there may still be life left in them.

    Original felt is damaged all over roof after checking , probably been like it for years ; no signs of leaks 

    Wonder why on my old house (1920s) with slate tiles had no membrane and never leaked ?

    I think that because all the tiles need to be off to replace membrane will get new tiles as well 
    Currently trying to get quotes:
    first quote was 4k to remove tiles and replace membrane and re-use tiles or 7k to use new tiles 
    Trouble was that I was not happy with guarantee not insurance backed and company has only been trading for 18 months 
    got another couple of quotes to find ; have emailed building control at local council to see if they have an approved list of traders

    If an NFRC member, they should be able to self certify the work and issue a building regs compliance certificate. That will save the hassle & fees that comes with going to Building Control directly.
