You've been told wrong, IMO. The meter is supported and the pipework is in order. It's only crime is that it is a bit inelegant. Most meter readers carry a mirror because meters are often poorly positioned or obstructed. What is dangerous is when the shut-off valve is inaccessible, but that isn't the case here.0

Neither you nor the builders will go in the house because the meter is stood on a support rather than being strapped to the wall? the builders won’t also go in the gas is facing the wall so need a mirror to read it but at the moment the gas source and gas provider won’t come and secure this as they are arguing who’s responsible for this
It's not a bomb. It's better than many gas meters I come across with work.
You could even just turn the gas valve off until it gets sorted. A few weeks of eating out or using a microwave is cheaper than paying both mortgage and rent.

Where is the wall that the meter is facing?
All looks pretty clear to me, you have managed to take a picture of the reading, which is what meter readers would do for awkward meters.
As several have said above, there's nothing wrong with that set up that should stop you moving in0 -
Have a little sweep up, slide out the bricks underneath and replace them with something that looks neater.

That meter has been like that from years. Hasn't stopped anyone else living in the property.

Is this just buyers remorse?
When you buy a property there are always "hidden" issues to fix and you generally just get on with it.
