Dummy Listings?

Noticed people have been listing items at crazy high prices, or creating blank listings, during the fee reduction offer weekends, simply as placeholders. They then later go back and edit the listing at a later date with the correct item/price!

Isn't this against the terms?
Would the discounted rate still apply for listings edited in this way?

    It used to be that as soon as major changes were made that the FVF offer was removed. Unfortunately without trying this and seeing what fees are actually charged, there's no way of checking if this still happens.
