Your mother , if still on PSTN telephone and wanting a better deal ( but not wanting IP telephone via broadband ) is stuck then , and makes your question redundant,
No point ask about getting a better deal , resign yourself to staying with what you currently have on PSTN , the original question was about getting better deal , if getting a better deal means moving to a new company, they will provide IP telephony ( a broadband derived service ) , as no new PSTN connections are being taken.
Your mother will have to be content to stay with what they have , and they may be able to remain on PSTN until the very last day of PSTN ( it’s switch off by the end of Jan 2027 ) in fact if they have a fall alarm or some other alarm type device connected, they are the last group of customers to be removed from PSTN because the alarm companies ignored the deadline , that way Dec 2025 ,
Even if no alarm , they may remain on PSTN until January 2027 by being telephone only , but on the deal they have currently have , and if no alarm , they may get as of being put on IP telephone way before then , like the millions of broadband and telephone customer that have already been changed to IP .
Stick your head in the sand if you want , it makes no difference to the rollout

So the OP is correct that you do not have to have broadband to have voice services now or in the future.
Price wise though it can often make little or no difference to cost to have both (especially if taking an inclusive calls package).
I never said anyone needs to ‘buy’ broadband for telephony, just that they will have it wether they or you recognise that fact ,
They may not pay for broadband but will have it , which makes your comments plain wrong .
They will need an underpinning IP service, not broadband. You are using the term broadband in the wrong context which is just confusing people.
OpenReach have already made it clear that when PSTN services are shut down people will still be able to purchase Digital Voice services with no broadband service, just the underpinning IP service. Yes that IP service will be delivered by the same underlying infrastructure that would be required for broadband, but that does not mean a broadband service will be delivered and invisible.
Stop using the term broadband to describe an underlying IP connectivity service, that is the confusing part to people as just having a digital voice service does not require a broadband service of any type. Broadband is the data service over the top of the IP service which is used for other service such as browsing, it is not the underlying delivery infrastructure.
However, you are not going to agree so we had best agree to disagree.
The OP has no requirement for broadband and CAN buy a voice service without contracting for any broadband service along side it.0 -
