CPP Hospital carpark payment by App - PCN appeal for insufficient payment

I wonder if anyone has had experience of payments using the App advertised on the parking signs at a hospital carpark (pay on exit). The carpark is managed by CPP. I am appealing a PCN (POPLA rejected) on the basis that the system of paying on exit for parked time using the app is not fit for purpose. I miscalculated the time I was on site (the app is not linked to ANPR so it is assumed you need to calculate the time yourself from noting entry and exit times) but the signs do not contain any guidance or information to this effect. I offered to pay the difference (1hr over) but this was rejected as was the appeal via POPLA. I have responded to the latest correspondence (Letter Before County Court Claim) politely refusing to pay for the reasons given. I have not returned 'Reply Form' as this looks like a generic letter seeking advice on debt. I am not in debt to CPP and am happy to et the courts decide if they wish to pursue the claim against me.
Anyone had similar issues?
