PCN from Parking eye online issues with payment

Hi all
I have just received a pcn from parking eye as the registered keeper of the car that was parked without paying for a ticket for 43 minutes.
It was actually my 20 year old son who had the car at the time, he is insured to drive it as a named driver.
He was inside the arcade for a little while then came out and tried to pay. (It is a pay on exit)
At the time he said that he was trying to pay on the app but it wouldnt let him pay for some reason. The message was as follows
[PayByPhone cannot process your request at this time (Parking quote service unavailable) ]
He screen recorded the message
He tried twice, which ended with the same message so he left without payment.
As i said, he has screen recorded the process which shows the message.
Do you think he has a case for appeal please and if so, how would I go about doing so in the best way?

    At the moment your son has nothing to do with this, ONLY the registered keeper, the person named on the NTK PCN letter 

    Check the back of the NTK PCN letter, for POFA compliance or not, if it is , you could be liable as keeper 

    What do the signs say. ?

    What happened when he tried to pay the following day. ? Or when he phoned PE. ?

    Not sure how all that works sorry.
    the ive asked him to go back and take a picture of the signs but for quick ref, i have google street mapped the venue and gone as close as i can here. a bit blurred.
    He didnt try to pay the next day and no one has phoned PE yet. I only got the letter this afternoon so thought I would post here first for advice.

    Yes, circumstances is P1, POFA warning is there in P2 and the timescale was complied with on page one, so as keeper they are holding you as liable under that 12 years old law, even though you weren't driving 

    The signage formed the parking contract, I assume that its pay on exit like you said and PE have no record of payment made, but clearly the driver knew that an amount was payable due to the failure's on the app, as screenshotted above 

    So its clear that he should have tried to resolve it, didn't do anything after leaving and now you are possibly liable as keeper 

    2 things might be useful to you, no landowner authority and poor signage plus the faulty app, but they are long shots IMHO. Money was owed but it seems that no attempt to pay was tried after leaving, no phone calls, no trying to sort it out the day after, so now you are in the frame. ( Or you name the driver like it says on the PCN. )

    Thanks. I will go into the venue tomorrow to see if i can appeal to them to get in touch with PE. he wouldnt have thought to do that . :# this is the first i knew about him even being there.

    Yes, plan A is always the best option, talk to the business or landowner 

    Thought so, he kept stum until the *** hit the fan, and muggins may have to deal with it as keeper, the dangers of letting your kids loose in dads car ( or mums car. ), plenty of tank traps out there, not taught by driving instructors
